This covers governmental, civil, military, judicial, financial, medical, manufacturing and shipping, commercial, and other aspects of support and recovery. The main scenario is an EMP blast that knocks out the power grid and also a nuclear blast on Washington D.C. and the surrounding area. What areas would be affected, what the immediate effects are and the systems in place that would work to mitigate any damage and speed recovery and thwart a future attack.
